@Kate: Yes, all women are expected to wear abayas when in public. The exceptions are 1) the daring and 2) foreign diplomats whose embassies support their choice to not wear an abaya. These women will be hassled on the street, not only by the religious police, but by ordinary citizens who find their dress immoral. The religious police can make things more unpleasant than the ordinary citizens.
You can wear jeans and a shirt beneath the abaya, as many Saudi women do, however.
