		<description>The UAE&#039;s National Council is similar to the Saudi Shoura Council. It serves as an advisory panel to the government, though the panels legislative powers are being increased over time. The end point seems to be the formation of at least one body of legislature. They could turn into something like the House of Commons, a lower house of a parliamentary system. My sense is that the governments are waiting to see how they develop before deciding whether a unicameral system or a bicameral system would be best.</description>
